It’s true. In the occurrence mentioned above, an enlisted soldier in the area stopped the event and saved her life. Had he not stepped in, she would have almost certainly died.

National Fire Academy
Firefighters are a core tenant of our national response framework. From volunteer organizations to major departments in our largest cities, firefighters are critical to emergency response, management, and first aid training. Firefighters must learn a broad swath of critical skills; as illustrated by 9/11, they are the prime responders for all mass consequence events. They are almost exclusively the first on the scene to put out fires, provide first aid, deal with hazardous materials, etc.
For instance, during the aftermath of Hurricane Katrina in 2005, the NFA played a crucial role in providing specialized training to firefighters and emergency personnel involved in the response and recovery efforts. With widespread devastation and complex challenges in the affected areas, the NFA's expertise became instrumental in equipping responders with the necessary skills to navigate the unique challenges posed by a post-hurricane environment. Center for Domestic Preparedness
The premier all-hands training organization for civilians, the CDP provides the responder community, including local tribal and territorial agencies, with training that is otherwise almost impossible.
There are three in-person options for training by the CDP:
- Resident training events in Anniston, Alabama.
- Non-resident training which is hosted in select state and local training centers
- Indirect training.
There is also a slew of web-based training options for CDP coursework, which include online courses, Virtual Instructor Led Training, and the CDP YouTube channel.
Organizations Preparing for Emergency Needs (OPEN)
OPEN is a self-guided, web-based training and a downloadable instructor package teaching participants about recognizing hazards, seeking resources, and conducting preparedness measures. When community-based organizations, such as food pantries, daycares, and nonprofits, cannot continue operations during an emergency, the people who rely on them suffer greatly. OPEN is intended to empower these organizations to better prepare for incidents due to their importance in keeping the community running.
OPEN provides a ten-point training, where participants learn to:
- Identify the People You Serve: Recognize and understand the needs of the people your organization serves to ensure continued support during incidents.
- Understanding Risks: Comprehend and assess the risks faced by your organization, considering both likelihood and potential impact.
- Mitigate Risks: Explore various methods to mitigate risks, encompassing protection of physical and cyber infrastructure.
- Determine Essential Activities: Identify and prioritize essential activities that keep your organization operational, including wage payment and continuity planning.
- Consider the Supply Chain: Assess the supply chain, identifying crucial suppliers, and developing alternatives in case of disruptions.
- Safeguard Critical Information: Focus on securing networks, data storage, and creating redundancies for safeguarding critical information.
- Establish a Communications Plan: Devise a communication strategy to be implemented post-incident, ensuring effective communication with stakeholders.
- Cross-Train Key Individuals: Identify key individuals in your organization and create strategies for role backfilling.
- Formalize Plans: Document and formalize emergency plans, potentially designating an emergency manager and maintaining office emergency kits.
- Regularly Test and Update Plans: Test and update emergency plans through practice, providing opportunities to identify and address any gaps in processes.
The National Domestic Preparedness Consortium (NDPC)
The National Domestic Preparedness Consortium (NDPC) offers a wide range of training programs and courses that cover various emergency response topics, including hazardous materials, emergency medical services, and incident management. These programs are designed to equip emergency responders and other personnel with the necessary skills and knowledge to respond effectively to emergencies.
Now, the NDPC is not a FEMA organization; it is a partnership that FEMA is a part of. However, anyone in the community needs to know what training FEMA receivers and NDPC is part of organizations' emergency management training suite.
Some of the NDPC's training programs include:
